The project will fully renovate the interior of the historic building to help meet the mission of Customs and Border Protection. The renovations will include, but are not limited to, full interior renovation, updated mechanical, electrical and plumbing utilities. The exterior of the building will include minor site work, a new bullet rated officer inspection booth, mechanical lane gates and lane work to allow for increased efficiency of the inspection process as well as CBP officer safety. In addition, the project goal will be to design an all electric facility to include net zero ready.
The project received final concept approval in January of 2025. Design Development is underway. Construction Drawings are anticipated to be complete October 2025. Construction award anticipated for Spring 2026. The Access Road is pending the award of a CMa contractor for this Design Build project. Design is anticipated to begin summer of 2025 with construction anticipated to start Fall of 2026.
The solicitation for construction contractors to provide construction services ended April 21, 2025.
Environmental review
The Roadway project is currently in the National Environmental Policy Act process. A NEPA Public Listening Session was held in September 2024. The public comment period for this meeting ended on October 9, 2024. NEPA activities will resume summer 2025.

Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
